Have you tried task scheduler to activate a program called nircmd.exe on idle and set it to mute or unmute. I haven't tried this myself but seems to be what you're looking for

Are you adding the collection to your menu.text in the collections\main folder?

Do you have all your roms from various systems in the one folder, if so you might need to use the include.txt to only show coleco roms.

I grabbed the emu and once i put in the paths and the bios it loaded the roms, didn't go any further as i hadn't set up controls

You would also need a colecovision collection created, to do this read the 'creating collections.txt' file in the collections folder, you then open up the settings.conf file within it and edit the fields required.
list.path = roms location
list.extensions = file type (probably zip,col,7z,rar)
launcher = the name of the file you made from agent47's post

Your folder structure is completely different to mine.
I have everything under C:\RetroFE so VLC  in my emulator folder is C:\RetroFE\emulators\VLC\VLCPortable.exe

My mp4's are located in
C:\RetroFE\roms\vlc\roms

My collection settings are
list.extensions = mp4
list.menuSort = yes
list.path = roms\vlc\roms\

and my launcher is
executable = .\emulators\vlc\VLCPortable.exe
arguments = "%ITEM_FILEPATH%" --fullscreen

You will need to change that to suit you folder structure but it might be better to just use absolute paths to get it all right

Sorry my mistake, i got it running, my relative path was wrong

Below worked for me, i think it depends on where you run your shortcut from. I use the main one in the root folder but if you run a shortcut from the exe in the core folder you need to go one folder up...
executable = .\emulators\vlc\VLCPortable.exe
arguments = "%ITEM_FILEPATH%" --fullscreen

I dont know if it helps but i just created a sega cd collection, made a Sega CD launcher with Retroarch as the emu and arguments = retroarch -L "cores\genesis_plus_gx_libretro.dll" "%ITEM_FILEPATH%", i dropped the 3 ninjas kick back zip into my designated roms folder and it showed up and booted. I never use the include list as i got stung a couple of times where i had my roms folder name wrong and the rom i grabbed had a slightly different region name (U) instead of (usa) or something like that. This way whatever file with the extension you use in the settings will show up.

I thought the RetroFE script just built on the Retropie image so if that was up to date then RetroFE would be too. Like you Pieter I dont have a 3b+, i did install it on a spare Pi2 the other day but i did have to edit line 338 to
read ( imagemagick libmagickcore-6.q16-3-extra ) to get it to run

My location is the c drive but i have it set up to be portable so its relative to the retrofe root folder, that way i can stick it on another drive or PC


My launcher is
executable = .\emulators\model 2\emulator.exe
arguments = %ITEM_NAME%

my collections settings is
list.path = ./roms/Model 2/roms

and my rom path settings in the model 2 emu is

Dir1=..\..\roms\Model 2\roms

I haven't went any further than just grabbing the model 2 emulator, dropping a few roms in and change the paths. It loaded and i had a quick game of zero gunner and checked sega rally loaded and thats it, no art, videos or even configuring controls
