Title: Fanmade RetroFE Config GUI - Status, Download, and Help

Hello, dear RetroFErer (nice word  :P )

I made an unofficial RetroFE Setup Tool.
Version is Alpha 02 ( I will set a better versioning as the program gets bigger)

Prerequisities: Python 3 (When every function is implemented, I will Py2Exe it.)

Installation: Download RetroFE Setup Tool.py , put it in your RetroFE root folder, and execute it with your Python interpreter.

Working functions:
- Looking for the settings.conf
- Setting Fullscreen or Windowed
- Link to the RetroFE.nl Website
- more coming soon...

I will put here any updates that are worth mentioning.
I am new to Python, so sorry for any unpythonic writings....
Help is appreciated, you can fork it, the only thing I want is, that your program will be posted here in this forum...
( I added the retrofe.gif, put it also into the retrofe root folder)

Alpha 3:

Changes:
Setting Layouts now works

Installation:
Download, PUT IT IN YOUR RETROFE ROOT FOLDER, and run it with your Python 3.6 Interpreter

Nice tool looking forward for the full release. Will there be an option to change controller config?
