read the retrofe wiki, all the information about adding tiers etc is on there.
it can be done with any theme, even coinops.

i try to read it with no sucsess...

i create collection called "full sets" inside of it  i create a menu.txt file
inside the menu txt i write
psp-minis
ps1

just to check if its work.

now i enter coinop and i see the new "fullsets" collection that i just make.
but the problom is when im entering this collection i see "psp minis" "ps1" like they are games not like a menu
and when i try to enter one of them its show me the games but i cant move up or down

Due to recent events, I can't help you any further, sorry.
You need to read the wiki further as it is explained on there, good luck.

You need to either use a theme that supports multi-tier menus, or you need to copy the layout.txt file to the layouts/<layout name>/collections/<collection name>/layout/ directory, like the manual says:
http://www.retrofe.nl/wiki/doku.php?id=layouts
